The Wind River Tribal Court adheres to The Shoshone & Arapaho Law & Order Code as our guide and procedure not only for court hearings and matters, but also to outline the admission of Advocates (Non-Attorneys) and Professional Attorneys.
As outlined in The Code Title I, Chapter 5, Section 1-5-1(3) “Any person appearing as a representative shall be subject to the same ethical standards of competence, honesty, and confidentiality towards his clients as would a professional attorney, and the attorney-client privilege shall apply in appropriate circumstances. He shall never have been convicted of a felony nor misdemeanor involving moral turpitude.”

ADMISSION TO PRACTICE

Any attorney who is an active member in good standing of any state bar, certified and eligible to practice before the highest court of any state or of the United States Supreme Court or any of the federal courts is eligible to be admitted to practice before the courts of the Shoshone and Arapaho Tribes.
Necessary Documentation & Fees:

- Non-Refundable Yearly Fee $100 (Cashier’s Check, Check or Money Order only at this time)
- One Time Non-Refundable Admission Fee $25 (Cashier’s Check, Check or Money Order only at this time)
Non-Attorney
Any person desiring to practice before the tribal court of the Shoshone and Arapaho Tribes as advocate, lay counselor, judge, prosecutor, except as a spokesperson shall be required to pass an examination administered by the court to test competence by a score of seventy percent (70%) prior to becoming eligible to obtain a license.

NOTICE: WIND RIVER TRIBAL COURT BAR EXAMINATION
The examination for individuals applying for a non-attorney license to practice before the Wind River Tribal Court has been scheduled for the 12th day of December 2025. The examination will beginning promptly at 8:30 a.m. concluding at 12:30 p.m. on that date.
Participants should arrive no later than 8:15 a.m. with a valid Tribal Identification Card or State Identification Card, you are not permitted to bring cellular devices including, but not limited to smart watches, cell phones, iPad, tablet, laptops, or other electronic devices.
To be eligible to take the exam, an individual must turn in the application and $50 non-refundable fee (payable to The Wind River Tribal Court by money order or cashier’s check only at this time) to the Court no later than the 5th day of December,” 2025 by 3:00 p.m.
Once your application is received a background through Wind River Tribal Court will be conducted and a study guide will be provided. Study sessions will be held throughout the month of November please watch our docket on our main page for those dates and times, these study sessions are optional and not required to be attended.
